STATE LEGISLATURE QUASHES FREE SPEECH
CHURCHES AND INDIVIDUALS RISK FINES AND MORE 

Late on December 17, the Ohio House passed SB 33. UU Justice Ohio is asking the Governor to veto this bill–see below for details of how you can help!

SB 33 blocks public witness events at infrastructure sites like pipelines, fracking sites, petrochemical sites – like the one planned for the Ohio Valley –  water treatment sites and more. It was written in response to Standing Rock protests and works to block individuals and organizations and nonprofits from engaging in or supporting public witness and protest.  

It raises simple trespass from a 4th Degree misdemeanor to a 1st Degree misdemeanor. It includes felony penalties for damage (including things like painting a pipeline), or impeding the construction of an infrastructure site – such as blocking a road at a fracking site.

Organizations and churches and nonprofits found to be ‘complicit’ (supportive) of public witness that results in trespass or damage or other similar activity can be criminally charged and face fines 10x the rate of that for individuals.  (example, if the fine is $2,000 for an individual. it would be $20,000 for the church that helped organize the public witness event or was otherwise “complicit”)  This element was removed back in Jan 2020, but then put back into the final bill yesterday.
